Потому что это (почти) Telecom Solution. Тот же банальный трансивер MII<->100BaseTX стоит от $150, а раньше дешевле $300 их было не найти, а там деловто - чип physical layer-а (ну $10 от силы), трансформатор + аналоговая обвязка, корпус и джеки. Аналогично - PA-FE сколько стоит? А что он собой на самом деле представляет? Правильно, PCI bus-master Ethernet карту. Которую у желтых братьев можно за $5 взять (как максимум за $10, это у которой интелекта будет больше, чем у кошкиного портадаптера).
