Не очень понятно, что имеется в виду. Если сделать фон рабочего стола windows из маленького bmp, то это свойства desktop -> свойства -> фон -> поместить -> растянуть. Если же нет, то мой ребенок делает заполнение фона в том же paint, просто делая resize имеющейся картинки, и затем рисуя поверх нее. Не совсем то, но хватает стандартных средств для рисунков на тему "ура, каникулы!" :)
