ifOperStatus shows incorrect value for PPP encap interfaces

Symptoms: An SNMP query for ifOperStatus of a ppp(23) or propPointToPointSerial(22) interfaces returns a value 6 (not present). Condition: THe interface should be of type: ppp(23) or propPointToPointSerial(22) Workaround:None
