Ну вот я, например, пользуюсь.
Это еще один туннельный брокер (IPv6) для тех, у кого dynamic IPv4 и нет
возможности пользоваться аналогом от hurricane electric'а.
Для регистрации они требуют завести корректный nic-hdl в RIR DB и
впоследствии указывают его в качестве admin-c для блока адресов,
делегированного на твой tunnel endpoint.
И - да, место расположения они также просят указывать корректное, новые
регистрации ими аппрувятся вручную.
